Canada’s 2025–2027 Immigration Levels Plan, announced by Immigration Minister Marc Miller, aims for sustainable growth by pausing short-term population increases to ease pressure on housing, infrastructure, and social services. For the first time, the plan includes specific targets for temporary residents (international students and foreign workers) alongside permanent residents. This approach supports economic stability while promoting long-term growth.
Key elements include:
- Population Adjustments: A slight population decrease of 0.2% is expected in 2025 and 2026 before growing by 0.8% in 2027.
- Permanent Resident Reductions: Targets will decrease to 395,000 in 2025, 380,000 in 2026, and 365,000 in 2027.
- Temporary Resident Reduction: Measures are in place to limit temporary residents to 5% of Canada’s population by 2026, including stricter caps on international students and foreign worker eligibility.
Other priorities include increasing permanent residency for skilled workers already in Canada, expanding Francophone immigration outside Quebec, and focusing on key economic sectors. The goal is to balance population growth with accessible jobs, affordable housing and strengthened social support for all residents.
