The Canadian government has announced that foreign nationals can no longer apply for post-graduation work permits (PGWPs) at the Canada–U.S. border, effective immediately, to curb the practice of “flagpoling.” Flagpoling, where temporary residents leave and re-enter Canada to bypass normal application wait times, strains border resources and causes delays. This change aims to encourage applicants to apply within Canada, thereby enhancing fairness and efficiency. The government is also working to improve processing times and modernize application processing to further reduce flagpoling and ensure smooth border operations.
