Canada takes action to support housing with new immigration measures

The Canadian government, through Immigration Minister Marc Miller, announced new measures to support the construction industry as part of the 2025–2027 Immigration Levels Plan. These measures include forming an advisory council with government, union, and industry representatives to identify labor needs and design pathways to attract skilled workers. Plans also include a regularization pathway for undocumented construction workers already contributing to the sector and a temporary measure allowing foreign apprentices to complete their training without a study permit. These initiatives aim to address Canada’s housing shortage and strengthen the construction workforce.
